New Consititutional Amendment

Question: Does this newly proposed amendment to the constitution mean we can own and read books, or does it mean only libraries can have them?
*"A well-equipped Library, being necessary to the Literacy of a free State, the right of the people to keep and read Books shall not be infringed."*

a) People as individuals would not be allowed to keep and own books. Only State or Federal Libraries would be able to own books. Individuals would need to check them out at a government-controlled library.
b) People as individuals would have the right to keep and own books. Without exception.
c) People as individuals would be allowed to read books, and keep them at home while reading. But must return them to the Libraries afterward.

Most will pick "b" as their answer. Then just crossout the words equipped, library, literacy, read, and books and write regulated, militia, security, bear, and arms in their place and ask, "What's the difference?"
